representatives General Ando and Admiral Kondo
were respectively Military and Naval Attaches
in London, are friendly disposed, and always
and everywhere subject to Japan's paramount
interests, would welcome some salution of
Pearl River questions which could divorce them
from those of Yangtse River. I think our best
policy is still to wait and see say, for two
months more. Our local wrongs do not seem to
compare with those elsewhere in most occupied
areas, mostly I suspect because the presence
of foreigners is neither of sufficient
importance nor embarrassment to the Japanese.
